Each town is different. Some municipalities have adopted the FALA act. It stands for Family assisted Living Act. This allows for an in-law appartment to have a stove in the space. It has restrictions on the square footage you can finish. State code prohibits stoves in basements unless you go for a variance in your town to get approval.
